iPhone OS 2 apps no longer welcome on the App Store

Apple is officially stopping the support for older apps created for iPhone and iPod touch. Apple is encouraging developers to get ready for iOS 4, because the App Store will no longer affect apps that target iOS 2 (iPhone OS 2). So a few iPod touch owners who didn’t pay the $10 iOS 3 upgrade fee and are still running iOS 2 wont be able to install any new app starting today.
I wonder if a user with iOS 2 (iPhone OS 2) can upgrade to iOS 4 for free, in the case of iPhone 3G and iPod Second Gen, the previous version are not able to install iOS 4, so this is the end for them.
